In 2019, Goa welcomed around 8.5 million foreign tourists. By 2023, that number had plummeted to roughly 1.5 million—a decline of over 80%.
The downturn is attributed to a combination of factors: geopolitical issues (such as the Russia-Ukraine war and instability in the Middle East), delays in processing e-visas, and competition from cheaper destinations like Thailand and Vietnam.
Environmental problems, such as beach pollution, may also be to blame for the decline in foreign tourism. Overcrowding and uncontrolled commercial activity have diminished Goa's appeal, especially for international visitors.
Additionally, some local opinion leaders argue that Goa is losing its unique charm and authenticity, which once attracted foreign tourists.
The exact main reason for the drop in international tourism remains unclear, but one thing is certain: domestic tourists now far outnumber foreigners in Goa.
