The study aimed to identify general directions for the digitalization of public administration by analyzing the current stage of digital transformation in public administration in the Russian Federation and abroad.

During the research, federal and regional regulatory and legal acts, as well as methodological guidelines governing the process of digitalizing public administration in the Russian Federation, were analyzed. Proposals for their improvement were also presented.

Additionally, an analysis was conducted of the results obtained during previous stages of digitalization and the development of the information society in the country, along with an examination of best domestic and international practices in the digital transformation of public administration. The report provides an analytical review summarizing and systematizing the outcomes of public administration transformation in the context of digitalization achievements and the development of the information society in the Russian Federation, as well as the best international experiences.

Beyond these scientific results, the report includes developed recommendations for systematizing the principles of implementing public administration information systems and conducting data quality audits. It also offers proposals for a methodology to calculate the effects of transitioning to a unified public administration information system based on digital technologies, as well as suggestions for improving the activities of federal executive authorities through the implementation of public administration information systems and data quality audits.

The main conclusion of the study is that the digitalization of public administration cannot be achieved without close collaboration among all stakeholders—the state, businesses, and citizens. This collaboration will ensure not only economic but also social benefits from the transition to a unified public administration information system based on digital technologies, impacting society as a whole, the entire public administration system, and economic entities.

The research results have already been incorporated into the curricula of bachelor's and master's students specializing in "State and Municipal Management." They may also be applied practically in the activities of state authorities and local self-government bodies involved in shaping and implementing mechanisms for the digital transformation of governance.
