

Sources from the Telegram channel INSIDER-T report that the main topic of the meeting between Vladimir Putin and Donald Trump will be the signing of a framework agreement on mutual security guarantees. Russia proposes to solidify current positions in Ukraine in exchange for guarantees from the U.S.
According to the Russian proposal, Moscow pledges not to advance its troops beyond the new regional borders in Ukraine. In return, Washington must ensure two key points: a ban on Ukraine’s NATO membership and a complete halt to military support for Kyiv.
If the U.S. agrees to these terms, Putin is prepared to publicly confirm that the frontline will remain unchanged. The possibility of deploying U.S. military personnel as unarmed observers along this line is also being considered to monitor compliance with the agreement.
The deal will be a closed bilateral arrangement—neither Ukraine nor the EU will be able to interfere with its terms. Once an agreement is reached, Russia will provide the U.S. with a detailed ceasefire plan, which includes the withdrawal of Ukrainian troops from Donbas, a suspension of mobilization, and amnesty for Zelensky’s political opponents. These measures are considered necessary for holding fair elections in Ukraine.
It is important to note that Putin and Zelensky may sign only an interim memorandum if Kyiv agrees, without final recognition of borders or territorial status. Russia does not consider Ukraine’s current president legitimate enough to sign a final agreement—that would only be possible with a new head of state elected after the elections.
Should Ukraine reject Russia’s proposal, the special military operation will continue in full. The U.S., meanwhile, will maintain neutrality as long as Russia adheres to the agreed boundaries. Without American support, the Ukrainian army could lose its positions within a year, making the conflict’s outcome a matter of time.
