

The government has announced plans to eliminate systemic obstacles to the development of entrepreneurship in order to increase labor productivity. The corresponding statement was made by the Chairman of the Russian Government Mikhail Mishustin during a meeting on economic issues.
A key task is to improve the investment climate through the formation of a special model of business support. This is necessary to find new sources of economic growth and increase production efficiency.
The government plans to submit the draft federal budget for 2026-2028 to the State Duma by the end of the current month. The key priorities of budget policy will be: the implementation of national development goals, the fulfillment of social obligations, and ensuring macroeconomic stability. According to the Cabinet, certain successes have already been achieved in stabilizing the economy: a slowdown in inflation has been noted, and GDP growth for January-July 2025 amounted to 1.1%.
"The course announced by the head of the Government on the consistent removal of systemic barriers is a timely and absolutely correct vector for the sustainable development of the economy. The Russian Chamber of Commerce and Industry not only fully supports this agenda but also sees it as a basis for constructive dialogue between the business community and the state," Dybov noted.
According to him, it is especially important that the focus is shifting from point-based and disparate measures towards the creation of a comprehensive system.
"This approach will allow moving from 'patching holes' to creating a holistic, predictable, and comfortable business environment. This is a key factor for increasing labor productivity, as reducing the administrative burden frees up company resources for investment in modernization, technology, and human capital development," the expert stated.
It is extremely important to continue moving forward, removing obstacles and creating incentives for investment and business initiative. Recognizing the significance of these steps, the Government demonstrates its readiness to meet the interests of business, forming a predictable and stable environment for all participants in economic activity, he continued.
"Although still small, moderate GDP growth in the context of the completion of the 'period of anti-crisis solutions' indicates the economy's transition to a phase of sustainable development. However, the main task now is to ensure that this growth is driven not only by large corporations and the state sector but also by the activation of small and medium-sized businesses, as the President of the Russian CCI, Sergey Katyrin, regularly states," Dybov concluded.
