This initiative aims to support about 11 million young Russians whose parents are working, said the Minister of Labor and Social Protection of Russia Anton Kotyakov at a session of the State Duma Committee on Budget and Taxes, reports URA.RU.
In addition, from the new year, other measures will be introduced to ease the financial burden on families with two or more children. These will include both tax benefits and annual monetary payments. It is anticipated that these measures will provide substantial support for millions of families across the country, allowing them to allocate more funds to education, leisure, and development of their children.
The right to receive these benefits and payments will be granted to working citizens with two or more children, provided they pay personal income tax (PIT). In particular, this concerns deductions on land tax and property tax, as well as an annual family payment.
As one of the authors of the bill noted, this is not a one-time action but a well-thought-out support mechanism. An important condition for receiving assistance will be the family's income level: the per capita income must not exceed 1.5 times the subsistence minimum in the region. This approach will ensure targeted support for families experiencing the greatest financial difficulties in balancing child-rearing with work.
The process of applying for payments will be simplified and digitized. After paying PIT, it will be enough to submit an application via the "Gosuslugi" portal or contact the Social Fund of Russia. An automatic recalculation and refund will then be made, making the process convenient and accessible.
However, there are grounds for refusal of this support. They include having arrears on alimony, lack of Russian tax residency, provision of incomplete or false information, ownership of two or more real estate properties if the total area exceeds the norm, garden houses, or two or more vehicles (for large families — three or more). Refusal may also occur in the case of incapacity of the applicant.
