Leader of the A Just Russia party Sergei Mironov has proposed changing the conditions for early retirement for women working in the Far North districts and equivalent territories. Under current rules, to qualify for benefits, a woman must have two or more children. However, given the low birth rate coefficient in 2024 nationwide—1.4, and even lower in northern regions—more than half of women of reproductive age have only one child.
Mironov emphasized that the current requirements effectively deprive the majority of northern women of privileged pension benefits, which contradicts the principles of social justice and equal rights enshrined in the Russian Constitution.
Together with his faction colleague Fyodor Tumusov, he has drafted a bill that proposes lowering the threshold for early retirement: now it would be sufficient to have one child, provided the necessary work experience is met. The politician noted that women in northern regions work in extreme conditions while also raising children, so pension benefits should consider not only the number of children but also their contribution to the development of the northern economy.
"Women in northern districts combine work in very challenging conditions with raising children. And the pension benefit should stem from the very fact of motherhood and their labor contribution to the northern economy," — concluded Sergei Mironov on his Telegram channel.
